International Forum on Seafarers' Education, Training and Crewing

International Forum on Seafarers' Education, Training and Crewing was held by Odessa National Maritime Academy together with exhibition center "Odessa House" with the support of leading international maritime organizations in Odessa on April 24-25. The Forum combined the conference and the exhibition and was aimed at improving the quality of training, manning for ship owners, demonstration of up-to-date achievements in seafarers' training, search of ways to improve the level of education and exchange of experience among leading experts.

Having participated in the Forum as speakers or delegates the companies faced excellent opportunities to communicate with maritime experts, which promoted brand awareness and building business partnership. Delegates and speakers from all over the world attended the International Conference on Seafarers' Education, Training and Crewing. The delegates took an active part in panel discussions, round tables and behind-the-scenes communication. Time was alloted for discussion and questions after each report.

Participation in the exhibition allowed all the delegates of the conference and guests of the Forum to present their achievements and capabilities. The companies had an opportunity to expand their business relations and to offer their products and services to the high-qualified experts. The main areas of the conference and the exhibition reflected the key issues of seafarers' education, training and crewing.

A quiz was held during the exhibition and its winners will visit a diving master class.

The main topics of the Forum were Legal Basis of Seafarers' Training, Certification and Crewing; Competence Standards and Employment Requirements of Shipping and Crewing companies for Seafarers; Maritime Education and Training (MET) Systems; Quality Management Systems; On-board Training and Cadets' Programmes, Training Fleet; Simulator Training; Distance Education and Training, E-learning for Seafarers; Assessment of Knowledge; Refresher and Upgrading Courses; Educational Publications and Media; Popularization of Seagoing Profession; Training for Instructors of Educational Establishments; Anti-piracy Crew Members Protection; Human Element and Safety of Navigation; Seafarers' Psychological Adjustment to working in a Multinational Crew; On-board Medical Care; Crew Insurance; Investment Projects.

Participants of the Forum discussed the prospective achievements, got familiarized with up-to-date requirements for seafarers' training due to leading operators and developed recommendations for education quality improvement.

International Round Table on Principles of Private and Public Law of the European Union and Ukraine

The International Round Table on Principles of Private and Public Law of the European Union and Ukraine was held at Odessa National Maritime Academy under the auspices of the Institute of German Law and European Development of the Odessa National Maritime University on May 23, 2013.

The Academy was attended by lecturers and postgraduates of the Law Faculty of the University of Frankfort on the Main: Prof. Peter-Aleksis Albrecht, Prof. Ulrich Baltzer, Prof. Christoph Krehl, Henok Segai, Sherdzhil Shodhri, Talat Bey, Catherine Torovska, Bzhorn Kruse, Mathias Alexander Dzhzeiyek as well as lecturers of the Law Faculty of the Odessa National Maritime University such as Prof. Dr. Gregory G. Moshak, A. Ivanova and I. Danilova.

The Round Table session was preceded by the meeting of the lecturers from Germany with Prof. Dr. Mykhaylo V. Miyusov, Rector of ONMA. Under the meeting German colleagues got information about the main educational and scientific activities of the Academy and also prospective tasks of cooperation were identified. During the excursion around the Academy our guests had an opportunity to know more detailed about the history of the Academy, its facilities and achievements.

Speeches of ONMA round table participants were devoted to the analysis of legal aspects of the cooperation between EU and Ukraine: Ukraine and EU Cooperation in the Maritime Sector (Boris V. Babin, reporter, Full Doctor (Law), Head of Administrative and Criminal Law Department), Legal Basis of the EU Ecological Strategy (Inna S. Boyko, reporter, PhD (Political Science), Associate Professor of the Maritime Law Department), Legal Regulation of Counteraction to illegal Migration in the EU Law (Victor I. Palko, reporter, PhD (Law), Associate Professor of Civil and Labour Law Department).

Lecturers, postgraduates, masters and cadets of the Maritime Law and Management Faculty took an active part in the organization and functioning of the International Round Table.

The 44th Session of the Subcommittee on Standards of Training and Watchkeeping of the International Maritime Organization

The 44th Session of the Subcommittee on Standards of Training and Watchkeeping of the International Maritime Organization was held from April 29 to May 4, 2013. Being on the Ukrainian delegation, Vadim N. Zakharchenko, Deputy Rector on Scientific and Pedagogical Work of Odessa National Maritime Academy, participated in the session work.

As part of the session agenda the issues concerning improvement and adoption of model courses, implementation of 2010 Manila amendments to the STCW Convention and STCW Code, implementation of e-navigation strategy, the role of human element and other relevant issues related to the training and watchkeeping for seafarers were considered.

During the session Vadim N. Zakharchenko, Deputy Rector of ONMA, took part in the work of the editing group for the IMO draft model courses elaboration. Moreover, Vadim N. Zakharchenko carried out consultation with Bradley Groves, the chairperson of the Subcommittee, concerning the IMO representatives' participation in The International Forum on Seafarers' Education, Training and Crewing held on the initiative of ONMA in 2012 in Ukraine. The agreement on supporting working contacts was reached. Also Vadim N. Zakharchenko, Deputy Rector, held consultations with the representatives of The European Maritime Safety Agency (EMSA) on the results based on Ukraine's response to the inspection results in 2012. Information about confirmation of the status of Ukraine as a state that meets the requirements of The International Convention on Standards of Training, Certification and Watchkeeping for Seafarers was received. Meanwhile, issues regarding the plans for future inspections of training and certification of seafarers in Ukraine were raised.

The International Conference "Tempus-Ukraine @ 20"

The International Conference "Tempus-Ukraine @ 20" took place on May 14, 2013 in Kiev. The Conference was coordinated by the Ministry of Education and Science of Ukraine, the National Tempus Office in Ukraine supported by the Delegation of the European Union to Ukraine, National Academy of Pedagogical Sciences of Ukraine and the National Academy of Managerial Staff of Culture and Arts of Ukraine.

The Conference was attended by Dmytro Tabachnyk, the Minister of Education and Science of Ukraine, Jan Tombinski, Ambassador, the chairperson of the Delegation of the European Union to Ukraine, Klaus Haupt, Coordinator of Tempus Programme, Volodymyr Lugovoy, First Vice-President of the National Academy of Pedagogical Sciences of Ukraine.

During the conference the findings of the Tempus Programme implementation review in Ukraine during 1993-2013 were presented and the issues of modernization of higher education and development of the European Higher Education Area were discussed.

During the conference an award ceremony was held. During this event Vadim Zakharchenko, Deputy Rector on Scientific and Pedagogical Work of Odessa National Maritime Academy, was awarded honours "For Contribution to the Modernization of Higher Education in Ukraine".

International Seminar for National Experts on Higher Education Reforming "Development of Academic Programmes in English: Key to Internationalization"

Vadim N. Zakharchenko, Deputy Rector on Scientific and Pedagogical Work of ONMA, took part in the International Seminar for National Experts on Higher Education Reforming: " Development of Academic Programmes in English: Key to Internationalization."

The seminar was held at the Humboldt University (Berlin, Germany) on May 27-28, 2013.

During the seminar the concept and prospects of internationalization of higher education activities and tools to promote internationalization at the faculty levels, implemention of assistance programmes for foreign students at universities, use of English for teaching and other up-to-date issues of higher education development were discussed.

The seminar was attended by Klaus Haupt, Head of Tempus Programme (The Education, Audiovisual and Culture Executive Agency).

The Meeting of the Balkan and Black Sea Regional Commission

Conference of Peripheral Maritime Regions of Europe (CPMR) in Odessa

Mykhaylo V. Miyusov, Rector of Odessa National Maritime Academy, attended the meeting of the CPMR Balkan and Black Sea Regional Commission, which was held together with the Conference of Peripheral Maritime Regions (CPRM) in Odessa on April 26, 2013.

Inter-regional cooperation is one of the priority areas of activity of the Odessa region at the level of the European organizations.

Thus, the Odessa region is the actual member of five regional European organizations, one of which is the Conference of Peripheral Maritime Regions of Europe (CPMR) and the Odessa region became its member in 2004. The CPMR was established in 1973 to promote the development of peripheral maritime regions and today it is one of the largest inter-regional organizations in Europe, which includes more than 160 regions from 28 European countries.

Within the framework of the CPMR Odessa region is a part of the Balkan and Black Sea Commission. The Meeting of the General Assembly of the Balkan and Black Sea Regional Commission of the given organization together with the Conference of Peripheral Maritime Regions of Europe was held in Odessa on April 26, 2013. The General Assembly was attended by the heads of the European regions, representatives of the relevant ministries of Ukraine, diplomatic corps, heads of major international and Ukrainian institutions, Odessa region governing bodies.

Up-to-date issues concerning cross-border and inter-regional cooperation, maritime complex, environmental protection, energy efficiency, the Danube region development as well as implementation of the relevant joint projects were discussed at the meeting of the General Assembly.

The president of the CPMR Balkan and Black Sea Regional Commission was elected at the meeting. Ayhan Ozkan, the representative of the Republic of Turkey has become the newly elected president. Besides, the Political Bureau of the Balkan and Black Sea Regional Commission was created. "We will make every effort – Ayhan Ozkan noted in his speech, - in order to facilitate cooperation between the regions of Europe, expand contacts between people and different institutions. We also aim at increasing the number of regions involved in our projects. We look forward to cooperating with such countries as the Russian Federation, Azerbaijan, Georgia and many others. Active work on the creation of an institutional basis for cooperation is being carried out in order to ensure peace and stability in all regions".

 

 


Project "Marine: Maritime Network of Education for the Development of Maritime Culture in the Black Sea Basin"

Year of 2013 is remarkable for the Black Sea region countries because five hundred years ago the Turkish Admiral and Piri Reis map-maker created the first world map in the history. UNESCO declared year of 2013 dedicated to Piri Reis. It is symbolic that Odessa National Maritime Academy has begun this year as a member of a Joint Action with the University named after the great seafarer. The map of Piri Reis has become a link for higher education institutions in the Action dedicated to the development of higher maritime education in such Black Sea region countries as Turkey (Piri Reis University, Istanbul), Ukraine (Odessa National Maritime Academy, Odessa), Romania (Mircea cel Batran Naval Academy, Constanta), Moldova (Moldovan Technical University, Kishinev).

Project "Marine: Maritime Network of Education for the Development of Maritime Culture in the Black Sea Basin" was launched under "Shared shores, shared decisions" motto on May 9 – May 10, 2013 . The representatives of the four countries gathered in Istanbul to clarify the project work programme and to discuss the problems of Black Sea seafaring history. When we look back at the seafaring history in the Black Sea from Greek colonies to the present day, the common history of our countries becomes obvious. From the wars and confrontation which were in the past we have to come to clear understanding of the uniqueness of the Black Sea as common heritage of the countries united by a common history.

The representatives of the Black Sea Universities agreed that only higher maritime educational institutions are called on to support and develop the maritime culture, which will allow us to solve joint issues at sea and at our shared shores.

The next meeting of project participants will be held in Odessa. The Odessa National Academy will host this year in August. The beginning of cooperation has turned out to be hopeful and now we have an opportunity to make it fruitful in the future.
