ODESA NATIONAL MARITIME ACADEMY QUARTERLY NEWSLETTER

On behalf of the administration of the Academy, I would like to wish all cadets and students, scientific and pedagogical team, the whole staff of the Academy and also our friends and partners Merry Christmas and Happy New Year!

Last year, the Academy celebrated its 65th Anniversary. The Academy met its anniversary having the national status, the IVth (the highest) level of accreditation, and also the recognition of the leading professional maritime world associations, namely the Institute of Marine Engineering, Science and Technology (IMarEST, Great Britain), Nautical Institute (NI), International Association of Maritime Universities (headquarters in Tokyo, Japan).

The Academy and its organisation departments in Odesa, Mariupol and Izmail have more than 12,5 thousand of cadets and students. More than 250 agreements with different companies are concluded to guarantee onboard training and further employment.

Among our partners that support the Academy are such leading companies of the world as V.Ships, MSC, BSMD, A.P. Moller-Maersk, Mitsui O.S.K., NYK, Antony Veder, Dohle, Blue Star, Wagenborg, Stolt-Nielsen Transportation and others.

In spite of the financial difficulties, the Academy managed to repair a number of buildings having spent 6,6 million UAH in 2009. We managed to build and to equip a new gym (150 sq.m.) in the sports centre and to replace partially ( 30%) the bowl tiling of the swimming pool. Dental and cardiological complexes were purchased for the medical department on the total sum of 530 thousand UAH. In 2009, 74 computers and other office equipment were purchased on the sum of 493 thousand UAH, different video and audio equipment was purchased on the sum of 250 thousand UAH (7 classrooms), printing equipment – on the sum of 175 thousand UAH, labware – on the sum of more than 200 thousand UAH. Four new computer classrooms were equipped . V.Ships company presented the Academy a training simulator of loading operations with software. We go on building the laboratory complex of ships` power plants namely the central management post was equipped and the ship`s main engine SKL was received from the Ministry of Defence of Ukraine. The publishing centre of the Academy produced a number of educational and methodological manuals and documents on the total sum of 310 thousand UAH. The Academy yacht "Granat" was equipped with a new engine. In 2009, the Academy spent more than 2,2 million UAH on the capital and routine repairs of the training sailing ship "Druzhba", on fuel and operating expenses. A new sewage refine system was installed, a boiler was repaired, as well as the part of the deck. To sum up the year, the staff of the Academy received a bonus in the sum of the month salary.

I would like to wish all workers of the Academy much luck, well-being and happiness in the coming year. Let 2010 year bring the Academy new possibilities for further development and flourishing!

Celebration of Consecration into Cadets
in Odesa National Maritime Academy

On the 25 of September 2009 the solemn ceremony of consecrating first-year students into cadets was held in Odesa National Maritime Academy. It is necessary to highlight that this year the Academy celebrated the 65th anniversary admission. 650 cadets entered Odesa National Maritime Academy this year. The ceremony was celebrated by a concert and a march.

The ceremony was attended by such guests as V.G. Robatniov (the Counsellor of the Prime-Minister of Ukraine), M.L. Skorik (the Head of Odessa City Council), D.M. Demchenko (the Head of Education and Science Department of Odessa district state administration), P.V. Hlitsov (the deputy Head of Odessa district state administration), S. Ya. Nezavitin (Harbor Master of Illichevsk), Yu. M. Mikhailenko (the Director of Odessa regional branch of Inspectorate on Training and Certifying Seafarers).The Rector of the Academy, Doctor of Engineering, Professor M.V.Miyusov opened the ceremony.

In Azov Maritime Institute of Odesa National Maritime Academy

On the 25 of September 2009 the solemn ceremony was also held in Azov Maritime Institute of ONMA. 198 first-year students were greeted by the city government, by the representatives of marine enterprises, teachers and colleagues from other educational institutions. The teachers and students were blessed by church.

The ceremony ended with the concert prepared by the cadets of the Institute.

In Izmail Faculty of ONMA

On the 26th of September 2009 the 8th celebration of The Consecration into Cadets of ONMA Day was held by Izmail Faculty of ONMA on the bank of the Danube near the memorial to the 100 year existence of the Danube Navigation. This year 159 cadets entered Izmail Faculty of ONMA.

The celebration was attended by such honorary guests as the first deputy of the City Head V.I. Bavitskyi, the Head of the city educational department S.G. Yakovleva, Acting President of the public corporation "UDP" S.D. Samoilov, the Harbor Master of the Izmail Port A.E. Kolesnikov, the Head of the Marine Guards Troop of State Patrol Police Captain O.O. Tarasenko and others.

The ceremony was opened by Professor Zakharchenko V.N. who greeted cadets on behalf of the administration of the academy. The cadets received cards, badgets and test records.

Accompanied by the sounds of military orchestra the columns of cadets marched in front of honorary guests and parents.

In Maritime College after A.I. Marinesko of ONMA

The solemn ceremony of consecration into cadets of Maritime College after A.I. Marinesko of the Odessa National Maritime Academy took place on the 2nd of October 2009 in Odessa near the Alley of Glory.

The ceremony was visited by the Rector of ONMA M.V. Miyusov, the deputy Rector on Scientific and Pedagogical Work V.M. Zakharchenko, representatives of Odessa district state administration, the Director of Shipping Company ''ABC Maritime'' George Pitaulis, the Deputy Director of Odessa regional branch of Inspectorate on Training and Certifying Seafarers L.V. Pavlenko, representatives of Odessa Commercial Sea Port, Illichivsk Commercial Sea Port and of the Commercial Sea Port Yuzhny, members of Odessa war veteran organisations, the senior priest of the Church of Saint Martyr Queen Alexandra of Odesa National Maritime University V`yacheslav and many other guests.

220 cadets vowed fidelity to Ukraine, sea and their educational institution on the Day of 111th anniversary of the foundation of Maritime College after A.I. Marinesko of the Odessa National Maritime Academy.

In Seafaring College of Technical Fleet of ONMA

The Seafaring College of Technical Fleet of ONMA saw the Consecration into cadets on the 19th of September 2009. The honorary title of the first-year cadets was given to 350 persons.

The ceremony was attended by the Deputy Head of City State Administration on the Family and Youth issues V.G. Nosov, the President of Odessa Sea Masters Association A.D. Lapin, Deputy Rector on Scientific and Pedagogical Work V.M. Zakharchenko, veterans of the Black Sea Shipping Company.

The preparation for celebration of Consecration into Cadets Day included cleaning the territory of the Shevchenko Park near the monument to Shipwrecked ships and seamen of the Black Sea Shipping Company. The solemn ceremony was opened by the Head of the college A.V.Oparin. On behalf of the administration of the academy the cadets were greeted by Deputy Rector on Scientific and Pedagogical Work V.M. Zakharchenko.

Intersession Working Group of IMO

In period from the 7th to the 11th of September 2009 the Intersession Working Group of the STW was held in the Headquaters of International Maritime Organisation. The working group of the Ukrainian delegation was comprised of the representative of the Ministry of Foreign Affairs of Ukraine K.L. Billiar, the Director of Mariupol regional branch of Inspectorate on Training and Certifying Seafarers of the Ministry of Transport and Communications of Ukraine G.G. Sobolevski

and the Deputy Rector on Scientific and Pedagogical Work V.M. Zakharchenko. The agenda of the meeting included issues of current importance like reconsideration of the International convention on STCW. The report was approved concerning changes and additions to STCW Convention and STCW Code. The report is to be submitted for approval to the 41st session of STCW.

Annual conference dedicated to the Contemporary Problems
of Enhancing Navigation Safety

From the 7th to the 8th of October Odesa National Maritime Academy saw the annual conference dedicated to the Contemporary Problems of Enhancing Navigation Safety. The conference was attended by lecturers and cadets of the Academy and of other educational and scientific institutions. The Dean of the Sea Navigation Faculty M.M. Tsymbal opened the conference which proceeded with the opening address and the report made by the rector of the Academy M.V. Miyusov. The reports were made by the Deputy Rector on Scientific Work V.A. Golikov and the Head of State Maritime Inspection V.D. Repetyi. The discussed subjects were the following: "Training Standards of Transport Vessel Staff", "National System Concept of Search and Rescue at Sea", "Rescue at Sea" and etc.

The Lawyer Day

On the 9th of October the Lawyer Day was celebrated at ONMA. This event was attended by many cadets of the Maritime Law and Management Faculty.

Some of them were given awards for excellent study and good behaviour. Future Lawyers were congratulated by the lecturers and the graduates of the faculty who wished good results in study, unforgettable events, future happiness, luck to find employment and etc. The Dean of the Maritime Law and Management Faculty I.S.Boyko opened the celebration with the main motto for each student - «To know, To serve, To defend». She wished them clear laws for safe future. The next speaker the Rector of ONMA M.V. Miyusov highlighted that the Maritime Law and Management Faculty was formed by the people who proved that jurisprudence is one of the main specialities of the Academy.

The 10th anniversary conference "The Practical Problems
of Radio and Radio Navigation"

From the 27th to the 28th of October 2009 ONMA saw the 10th anniversary conference «The Practical Problems of Radio Communication and Radio Navigation». The conference was attended by the lecturers and cadets of the academy and by a great number of representatives of other educational and scientific institutions. The Rector of the Academy M.V. Miyusov made the opening speech. This event was also visited by the Deputy Rector on scientific work V.A. Golikov who made a report on the theme «Staffing for the Sea Search and Rescue System of Ukraine» and by the Deputy Head of State Maritime Inspection O.S. Lyashenko who made a report on the theme «Development and Implementation Strategy of Electronic Navigation». Many solutions of the acute problems were suggested.

Open Day

On the 28th of October 2009 Odesa National Maritime Academy saw the Open Day. This event was visited by many senior pupils and their parents who are interested in the Academy. The first to meet them was the Head of Training and Methodical Centre of Pre-Higher School Education M.M. Kornodudov who told all information about courses and the possibility to take them. The welcoming speech was made by the Rector of the academy M.V. Miyusov who told about the advantages and prospects of study at the Academy. The detailed answers were given to the visitors' questions concerning the entering rules, exams and innovations.

III International Conference «Ships` Power Plants
and Systems. Operation and Repair»

From the 28th to the 29th of October 2009 Odesa National Maritime Academy saw the III International Conference «Ships` Power Plants and Systems. Operation and Repair». It was visited by lecturers and cadets of the Academy and also by representatives of other educational and scientific institutions. The opening speech as well as the report «The State and Prospects of Ships` Engineers Training» were made by the Rector of the Academy Professor M.V. Miyusov. In the course of this event other important subjects have been considered, many reports have been listened to, and the reasonable decisions to the raised problems have been suggested.

          

Exhibition "Innovation in Education in Ukraine"

From the 2nd to the 4th of December 2009 an exhibition "Innovation in Education in Ukraine" was held in the Palace of Children and Youth in Kiev. Odesa National Maritime Academy took part in this exhibition and received three diplomas, namely the diploma «For Creation and Implementation of Innovation Educational Techniques», the laureate diploma of «Implementation of Innovation Techniques in Higher Education», and the diploma to the name of the Rector of ONMA M.V. Miyusov «For the Participation and Implementation of Innovation Educational Techniques». By this educational forum educational institutions and enterprises aimed to introduce their major creative gaines, pedagogical innovations, best achievements in educational and scientific fields, which contribute to experience exchange and innovations implementing to educational process. This exhibition witnessed the productive work of many educational institutions on the education reforming problem; it also united scientists and teachers in their attempt to find effective ways of improving educational and pedagogical process and models of management.

International Exhibition "Education and Career 2009"

From the 10th to the 11th of December 2009 the International Exhibition "Education and Career 2009" was held in Kiev in the Palace of Arts, Ukrainian House. Odesa National Maritime Academy took part in this exhibition. It was our Academy that among many other contenders received the golden medal and certificate proving the nomination «International Life». The aim of the exhibition was to give young people information about the integration of Ukraine into European education space, youth programmes, students` exchange, showing the experience of cooperation with European countries in educational sphere, employment assistance, development of youth enterprise. Different conferences, science and practice seminars, meetings, presentations, round tables gave exhibitors possibility to discuss issues and exchange experience in current organisational and law, pedagogical, scientific issues of education development, state standards implementation, informational and telecommunicational education techniques, distance learning, new approaches to the point of education. A vast number of local and international exhibitors, rich business and cultural programme gave the chance to receive objective information about the potential of educational branch in Ukraine.

SCIENTIFIC AND TRAINING CONFERENCE «ADAPTATION
PROBLEMS OF THE NATIONAL LEGISLATION OF UKRAINE
TO THE INTERNATIONAL STANDARDS OF SEAFARERS` WORK»

On the 10th of December 2009, Odesa National Maritime Academy saw the scientific and training conference «Adaptation problems of the national legislation of Ukraine to the international standards of seafarers' work». The aim of the conference was to discuss the ratification prospects of Maritime Labour Convention, 2006 by Ukraine. The representatives of the Ministry of Transport and Communications of Ukraine, the Ministry of Labour and Social Policy of Ukraine, different shipping and crewing companies, ports and other organisations of maritime and economic complex, whose interests are connected with seafarers` work, took part in the work of the conference. During the conference the reports of experts and speeches of practitioners have been listened to. The following problems have been considered: preconditions and results of codification of the international law in maritime labour sphere, political and legal aspects of the introduction of the international standards in maritime labour sphere, economical problems of realization of international standards in maritime labour sphere, adaptation of national legislation in maritime labour sphere to the international standards, transformation of seafarers` labour market in present day conditions.

The participants of the conference came to the conclusion that governmental authorities together with the organizations representing shipowners and seafarers and educational institutions should take a fundamental decision as to the position of Ukraine concerning the ratification of Maritime Labour Convention, 2006. They should also define the systematic and regular arrangements for the preparation of Ukraine to the Convention coming into force. The analysis of the national legislation base in labour sphere and in the sphere of political and legal and social defence of seafarers proves its incomplete compliance with the regulations of the Maritime Labour Convention, 2006 and the demand for its further improvement. The Ministry of Transport and Communications of Ukraine together with Odesa National Maritime Academy involving all interested social maritime organizations should work out the conception of the state programme for the adaptation of the national legislation to the international standards of seafarers` work.
